If , before implementation of this law , units discharging industrial solid waste did not build installations and sites for storage and treatment of industrial solid waste as stipulated in article 32 of this law , or such installations and sites do not conform to the standards for environmental protection , such installations and sites must be built or renovated within a specified period of time ; during this period pollution discharge fee for newly - discharged industrial solid waste that pollutes the environment shall be paid or other measures adopted
本法施行前产生工业固体废物的单位，没有依照本法第三十二条规定建设工业固体废物贮存或者处置的设施、场所，或者工业固体废物贮存、处置的设施、场所不符合环境保护标准的，必须限期建成或者改造；在限期内，对新产生的污染环境的工业固体废物，应当缴纳排污费或者采取其他措施。
